Participatory Protection Pedagogy for Safe and Inclusive Early Learning Environments in Uganda
The Participatory Protection Pedagogy initiative aims to strengthen safe and inclusive early learning environments by integrating young children's participation into pedagogical practices in Ugandan primary schools. Grounded in child rights and critical pedagogy, the initiative recognizes children as active agents in shaping their own safety and wellbeing. Its primary objective is to enhance protective factors within school environments by promoting children’s voices, strengthening relationships, and advancing children’s participation through influence, including meaningful involvement in decision-making processes and shaping outcomes that affect their learning environments. The initiative targets young children in early primary education, particularly those in government-aided schools who may be vulnerable to unsafe learning environments, while also engaging teachers, school leaders, and caregivers as key actors in creating protective school cultures. Implemented in Uganda, with evidence drawn from contexts such as Bugiri District, the approach combines research, participatory methods, and pedagogical innovation to document children’s experiences and inform practice. Core outcomes include improved child safety and wellbeing, increased child agency and participation, and enhanced teacher capacity to support child-centered and protective practices. Key lessons highlight that children contribute meaningfully to their own protection when given safe spaces to express themselves, that positive relationships are critical to safe learning environments, and that integrating participation into everyday teaching strengthens both protection and learning. The initiative contributes to advancing safe, inclusive, and rights-based early learning systems and has potential for adaptation across African contexts.
