Objectives/Background
Union of Community Development Volunteers (UCDV), an indigenous NGO based in Uganda, is committed to improving access to quality education for vulnerable and underserved children in Uganda.
Many primary schools, particularly in low-income and rural communities, face significant challenges in delivering effective Early Childhood Education and Development (ECED). These challenges include limited teaching capacity, inadequate exposure to English language instruction, overcrowded classrooms, and insufficient early learning resources. As a result, many children begin primary school without the foundational literacy, communication, and cognitive skills necessary for long-term academic success.
To address these gaps, Union of Community Development Volunteers is developing an initiative that is aiming at improving the quality of education of Early Childhood Education and Development (ECED) and strengthen early learning environments by supporting vulnerable schools by working alongside with international volunteer teachers.
The initiative will focus on placing qualified international English language teachers and volunteers in selected community and low-resource schools to support local educators, enhance classroom instruction, and promote interactive learning methods.
Through collaboration with school administrations and communities, the program will provide mentorship to local teachers, improve early literacy and communication skills among young learners.
Context/Target Group
The project will be implemented through a collaborative, school-based approach led by the Union of Community Development Volunteers (UCDV) in partnership with vulnerable Nursery/ kindergarten schools/ Early Childhood Education from Kampala’s slummed/ghetto communities and will contribute to the goals of United Nations Sustainable Development Goal 4 (Quality Education) by strengthening early childhood learning environments and improving foundational literacy and language development.
The implementation approach will focus on strengthening the quality of Early Childhood Education and Development (ECED) through international cooperation, teacher capacity development, and direct classroom support. UCDV will identify and partner with underserved schools in low-income communities where early learning outcomes are significantly constrained by limited resources and insufficient exposure to quality English language instruction.
A core component of the project will involve the placement of qualified international English language teachers/ volunteers who will work alongside local teachers/ educators to enhance early literacy and communication skills among children aged 3–6 years. These teachers will not replace local staff but will serve as co-teachers and mentors, supporting classroom instruction, introducing interactive and child-centered learning methods, and strengthening the use of English as a language of instruction.
Implementation Approach
UCDV will support participating schools with basic early learning resources such as reading materials, visual teaching aids, and activity-based learning tools that support language development and cognitive growth during the early years. Schools will also be encouraged to create child-friendly learning environments that stimulate curiosity, participation, and confidence among young learners.
Community engagement will be another important pillar of the project. UCDV will work with school management committees, parents, and community leaders to raise awareness about the importance of early childhood education and encourage greater community participation in supporting children's learning and school attendance.
The core activities of the project will include:
• Identification and selection of vulnerable ECED and primary schools.
• Recruitment, orientation, and placement of international English language teachers and volunteers.
• Classroom co-teaching and mentorship between international and local teachers.
• Training workshops for teachers on early childhood pedagogy and English language instruction.
• Provision of basic early learning and literacy materials.
• Community sensitization on the importance of early childhood education.
• Monitoring, evaluation, and documentation of learning outcomes and best practices.
Partnerships & Areas for Strengthening
Union of Community Development Volunteers (UCDV) recognizes that strong partnerships are essential to successfully scale and sustain the Early Childhood Education and Development (ECED) initiative in vulnerable schools across Uganda. Through collaboration with local, regional and international partners, the project seeks to strengthen several key areas of implementation and impact.
First, UCDV aims to strengthen the recruitment, training, and placement of qualified international English language teachers and volunteers who can support early learning in underserved schools. Partnerships with international education networks, volunteer organizations, and academic institutions will help ensure that participating teachers are well-prepared to work in multicultural and resource-constrained environments.
Second, the project seeks partnerships to enhance teacher capacity building and professional development for local educators. Collaboration with organizations specializing in early childhood education will support the design of training modules, mentoring systems, and continuous professional learning opportunities that promote child-centred pedagogy and effective English language instruction.
Third, UCDV aims to strengthen the provision of early learning materials and educational resources that support literacy development in the early years.
