Adapt ECD Centres in Tanzania

This initiative involved the development, costing, and promotion of a range of Early Childhood Development (ECD) models designed to meet the diverse needs of children, parents, and stakeholders across different contexts. The models included market-based ECD centres, institution-based ECD arrangements, and community-based ECD services. Each model was carefully designed and costed to ensure feasibility, sustainability, and adaptability by a variety of actors, including government institutions, private sector partners, and community structures. The availability of costed models enabled stakeholders to better plan, mobilize resources, and make informed decisions when investing in ECD services. The primary objective of the initiative was to promote foundational learning while ensuring the safety, protection, and holistic development of young children, particularly in situations where parents and caregivers are engaged in economic activities. By providing safe, structured, and nurturing environments, the initiative ensures that children have access to age-appropriate learning opportunities while being protected from neglect, exploitation, and other risks. This approach not only supports early learning and school readiness but also offers peace of mind to parents and caregivers, allowing them to participate more productively in economic and livelihood activities without concern for their children’s safety and well-being. An important achievement of the initiative has been the strong traction gained from the private sector, particularly commercial banks and other corporate actors. Through targeted advocacy and engagement, the initiative demonstrated the social and economic value of investing in early childhood development as part of corporate social responsibility and inclusive growth strategies. As a result, several commercial banks committed financial resources to support the establishment of ECD centres, covering costs related to infrastructure development, learning materials, equipment, and start-up operational needs. Overall, the initiative showcases a scalable and sustainable approach to expanding access to quality ECD services through multi-stakeholder collaboration. By linking early learning, child protection, and parental economic participation, it provides a compelling model for integrating ECD into broader development, private sector engagement, and child-centered investment strategies.
